Indonesia Expands Business Opportunities for People with Disabilities: New Policies Explained (2025)

Bold step: Indonesia expands real, practical access to business for people with disabilities, signaling a commitment to inclusive economic growth. The Investment and Downstreaming Ministry announced on Wednesday that it will widen opportunities by offering priority licensing and mandating partnerships with disability-run small enterprises.

During a ceremony in Jakarta commemorating the International Day of Persons with Disabilities, Minister Rosan Roeslani outlined the plan, which rests on two regulations taking effect in 2025. These rules require the Online Single Submission (OSS) licensing system to grant priority access to applicants with disabilities. In addition, large companies seeking licenses must partner with micro, small, and medium-sized enterprises (MSMEs), with disability-run MSMEs given prioritization for placement.

The objective is clear: boost economic inclusion and ensure that people with disabilities can actively contribute to national economic growth. Rosan stressed that the ministry intends to open broad access so that individuals with disabilities can play a pivotal role in the country’s development.

Beyond licensing, the ministry is launching a concentrated set of disability-focused initiatives. These include practical workshops, public-awareness campaigns, accessibility-standards training, mentorship programs, translation services, improvements to disability-friendly facilities, and other targeted supports designed to remove barriers to participation.

Earlier, Deputy Minister Todotua Pasaribu highlighted the administration’s broader economic expansion by noting that three million new business identification numbers (NIBs) were issued in the first year of the Prabowo-Gibran period. The OSS system’s total NIBs rose from 10.6 million to 14 million during that timeframe, signaling ongoing momentum in business activity.

For context, the policy aligns with ongoing efforts to streamline business processes and broaden inclusive opportunities across Indonesia’s economy. It also places the spotlight on the critical role of disability-owned businesses in supply chains and job creation.
